Tracy Matheson

Tracy Matheson from Fort Worth, Texas, is the president and founder of Project Beloved: The Molly Jane Mission. Tracy and her husband, David, have four children. Three sons and a daughter named Molly. Molly’s life inspired her to found Project Beloved and gave Tracy her most crucial role: a momma with a mission. She has discovered her life’s calling to do her part to change the conversation about sexual assault and empower survivors to find their voices.

Tracy identifies gaps and helps build bridges that connect advocates, law enforcement, SANES, policymakers, and other allied professionals. Her work helps exemplify how working together helps strengthen support so survivors don’t fall through the gaps and can receive more trauma-informed care.

Tracy is a force at the legislative level and has played a crucial role in changing Texas laws. Tracy uses her experience to impact the hearts and minds of criminal justice professionals and motivate them to enhance their practices. Her work raising awareness around using the Violent Criminal Apprehension Program (ViCap) has been instrumental in helping officers communicate about cases and identify patterns between offenses across Texas. Tiffany Lee

Tiffany’s experience includes her role as Partnership Manager for Allies Against Slavery, where she served as liaison for current and prospective partners using the Lighthouse platform and helped lead the efforts of the Central Texas Coalition Against Human Trafficking. Prior to this role, she spent two years at the Office of the Attorney General of Texas, Human Trafficking and Transnational/Organized Crime Section, where she managed special initiatives, strategic partnerships, and policy efforts; assisted on cases involving sex and labor trafficking; and trained more than a thousand people on the dynamics of human trafficking.

Tiffany also previously worked as Program Analyst for the Texas Municipal Police Association, specifically on statewide training projects related to child abuse investigations, including a pilot program to train multidisciplinary professionals to identify and investigate pediatric strangulation. Her career in anti-violence began with a year-long internship as a Victim Advocate for survivors of intimate partner violence at the University of Florida Levin College of Law, Intimate Partner Violence Assistance Clinic. Additionally,

Tiffany also previously served as Assistant Director at Xplor, a nationally accredited premier early childhood school, where she performed executive tasks and managed the daily operations of the business.

Tiffany’sdirect work with survivors of interpersonal violence and her own lived experience informs her perspective and ensures she never loses sight of the reason she seeks justice. She believes in approaching violence prevention through education, collaboration, and advocacy and seeks to change unjust systems to ensure better outcomes for programs, professionals, and survivors.


Kelsey McKay, JD

Kelsey McKay, JD trains and consults nationally for communities to implement the protocol in various fields including intimate partner violence, child abuse, sexual assault, the use of expert witnesses, translating trauma, and other complex topics. She was a prosecutor in Travis County, Texas for twelve years. For six years she exclusively prosecuted strangulation-related crimes ranging from assault, sexual assault to capital murder. She has developed and implemented protocols for strangulation and domestic violence response and treatment. To that end, she has strengthened how communities collaborate, investigate, treat and prosecute strangulation and intimate partner cases. She works to develop medical and non-medical experts in the community to testify to a jury regarding the evidence in strangulation, trauma-related crime, and family violence cases. She works with law enforcement to develop the protocol and implement the use of a Strangulation Supplement (recently retitled: The Asphyxiation Assessment) into the field transforming the role of first responders to be more investigative by carrying her knowledge and needs as a prosecutor into the field on every case. In collaboration with the non-profit, RESPOND Against Violence, she is working to develop an evidence-based protocol to assist communities to implement a Blueprint of Policies for Asphyxiation Crimes.
RESPOND is partnering with experts across the nation to offer specialized training, tools, and resources for professionals to guide them as they navigate challenging cases involving violence.

Nikole McLean is a Doctor of Nursing Practice and is dual board-certified as a Family Nurse Practitioner and as an Advanced Forensic Nurse. She is also certified as a sexual assault nurse examiner (SANE) for pediatric, adolescent, and adult patients. Nikole joined Driscoll Children’s Hospital in May 2023 as a provider on the Child Abuse Resource and Evaluation (CARE) Team. She moved from metro-Detroit, Michigan where she owned and operated her own family medical practice and served as the medical director of a Child Advocacy Center and Sexual Assault Response Team. Nikole is passionate about the care and advocacy of victims of any type of abuse, exploitation, and human trafficking, and spends a lot of time testifying as an expert medical witness in such cases.

These experts will provide valuable insights and actionable steps to help you recognize and respond to these heinous crimes.
